The answer to this sort of (alleged) cheating is simple; no
comm devices of any sort in the playing area to include the
audience and the rest rooms. Also, anti-cell devices may
be purchased to prevent cell use in the immediate area.
Hotels, theatres, and other businesses that are harmed by
cell use (highway construction zones) have used them in the
past.

Interesting question. The guy left the tournament playing hall to make
cell phone calls to his supposed accomplice.
Were cell phone calls impossible in the playing area but possible once
someone went to the restroom for example?
I believe that receiving cell phone calls during a game can be excused
or penalized. For example, if my wife calls to tell me that our baby
is sick and needs to be taken to the hospital, I believe that I should
be allowed to receive that call.
However, making cell phone calls from the restroom during a game,
which is what this guy did, should result in automatic forfeiture.
