As told in another thread: the Web server is down or not reachable, the
telnet server is up and running. And as the telnet server is used by the
client programs, they should be able to connect and allow you to play.

When logging in, there is the following info provided:

1189 (Thu, Oct 19) IMPORTANT: FICS experiencing hardware problems!

So, maybe they haven't solved those problems since then.
