Goichberg reported $60k unbilled of which $14k was unbilled to
him. This seems inconsistent with your claim of $10k.
Goichberg probably thinks when he places an ad it counts then and there. I
subscribe to the theory that we don't earn it until the ad runs. Perhaps IBM
subscribes to the Enron system of revenue recognition?

Goichberg said this "... Over $14,000 of this money has since
been received, as Continental Chess has a credit card on file with the
office to pay for ads, and I pointed out in July that USCF had
neglected to charge this card for several months. ..."
Goichberg probably thinks that if the USCF has been regularly
charging his card several thousand dollars a month and suddenly stops
doing so this is because of USCF incompetence not a sudden attack of
accounting scruples. He probably also believes that if he is not
being billed lots of other people are not being billed also.
As for when Goichberg should be charged, if Goichberg is willing
to pay in advance and this is compatible with credit card regulations
I see no reason not to charge his card when the ad is placed.
You may be correct that this should be booked as deferred revenue
until the ad actually runs and it is earned. However this is not how
the USCF handles regular adult memberships is it? If someone buys a
one year membership in May the entire amount is booked in that year
with none deferred until the following year when most of it is earned.
Right?
