Yes, but he would have been banned for cause, not as a preemptive measure.

You're implying that he wouldn't sue out of bitter jealousy regardless.

The better prepared you are with YOUR case the less likely it is for
the court to see things from the other point of view. So, what TB is
saying it totally correct.

With a well thought case, you do two things. You look like a sane
individual, and you get Ray off your forum. Both of which are good
things for you.
