Default Touch-move rule question

Black is correct. White is incorrect; the rule applies to the first
enemy piece you touch AND the first of your own pieces you touch.
If you touch one of your opponent's pieces, you must capture it, if
possible. If you touch one of your own pieces, you must move it, if
possible. If you touch one of your opponent's pieces AND one your
own pieces, you must take the first with the second, if possible.
