The rumors in the chess world is Hal Bogner is an untrustworthy
individual. It has been alleged that he lies, cheats and steals. He's
harassing and abusing Terry Winchester for personal gains. It has also
been alleged that he tried to blackmail the owners of ICC and slept
with the founder's wife, causing them to divorce. Now he is trying to
scheme the USCF out of money. Can anyone verify if these allegations
