Default USCF's copyright, and protection of copyright

This comment follows a comment on Sam Sloan's usage of Pal Benko's material

So are you saying I can take pages from Time magazine, bundle them in a
book
(looking exactly as printed in TIME)....and say "here is my new book of
author
X's work"?

I don't think so. You can't just copy CL pages.

That's right. Neither can Edward Winter. USCF needs to protect its own
copyright and those it is charged with protecting. Copyright protects work,
not parties to work.

After some net-flak by a proxy, I did challenge the publisher at ChessCafe
about E. Winter's apparent claim to hold copyright - I made it a formal and
legal challenge to 'uphold or release'. There was no response from Mr.
Russell, which then releases his claim on behalf of copyright by Mr. Winter.
Mr. Winter therefore needs to make his own claim.

Who actually is the publisher at USCF? I take it that the editor is not the
publisher, so is it the sitting President of the board?
