EVGENY SHTEMBULIAK has international ELO 2077 and is still under 8!

Well, that's impressive for any eight-year-old (and some way better
than me) but, to be fair, unless Evgeny lives in a fairly small city,
Dr Dowd is probably right: there probably is somebody rated at least
2078 in his city.
