You've misread it. It's just an exchange of pawns, then queens on b5.
19.Rxb5 is RxQ.
19... Rd7 20.Ra1-b1 Bd8 21.Rb1-b2 Rc7 22.Rb2-b3 f6
This makes no sense. At move 19, black has nothing that can move to
d7. Further, to allow 21... Rc7, he's going to have to play
19... R(a/f)c8, which leaves the Ne7 unprotected. So why doesn't
white play 20.Bxe7 ?
