It is a fair guess that Chess HQ will make no such investment or
concession. In time organized adult rated chess will become just a New York
area thing.. maybe with Chicago and Los Angeles hanging a while, too.
Of course, to those guys that is "national" enough and the rest of the
country doesn't matter.. and never did matter.

Actually it won't cost them anything, because they're not going to do
it, it is never going to happen and USCF will soon be gone.
