Define real cost. Are kids an "add-on" or core? This changes the answer.

Who are you asking Kevin? Tim says do cost, I am saying that the cost is not
necessarily less for juniors, so why have adults subsidise it?
As far as value is concerned, numerous people have thought ICC for example
is better value. While accepting your point I am not overly bullish on how
much you can squeeze from this one.

events, championships, olympiads, and so on. Supercharging ratings 10%

Seems like a rather haphazard guess. How did you come to this number?
Because I write in another newsgroup where people discuss costs for such
things. But why does it seem haphazard to you? If the real differential is
20% not 10% then charge +20%. Otherwise USCF should get out of the
management of things which it cannot afford to put on.
I don't see any provision in Tim's plan to support any of these events, and
since ratings are the only mandatory item that you need to play OTB, and
that you need to pay for, add it.
