As far as I can infer, Tim Hanke seems disappointed that Sweden did not fight
on the Allied side during the Second World War. On the other hand, Hanke
might have overlooked that Finland fought on the Axis side then.

Yes, it was the same problem in the WWI, Norway wanted to join the
allies and Sweden was sympathetic to the central powers.
