OK. You have convinced me that is it possible that Truong has a
history of cheating at online chess.

However, you are alleging something in addition to that. You are
claiming that the USCL Administrators informed the Executive Board
including Tim Hanke that the match between Polgar and Boris Gulko
(which Polgar won) was not played by Polgar at all but was played by
Truong using a computer.

In short, John Fernandez is claiming that one of the world's most
famous and distinguished grandmasters of chess would use a complete
nobody like Truong to play her chess games.

Furthermore, Fernandez claims that USCL has the proof of this, but
that they would be "insane" to show this proof to anyone.

Finally, Fernandez concludes that Tim Hanke was absolutely justified
in putting this information on an e-mail distribution list and
blasting it all over the Internet.

I think that John Fernandez had better come up with some evidence to
support his claims, or else he is likely to be added as a defendant to
this suit.
