It's likely the Japanese are acting as pawns for 'world jewry'.

Traditionally, Japan had a positive attitude
toward Jews (and Poles/Poland).

Here is a (urban?) story:

a large group of European Jewish refugees, led by
a rabbi, had landed in Japan during the WWII. Japanese
asked rabbi -- why Germans hate you so much?! --
To which rabbi responded: because we are Asians.
