Probably World Champion Mikhail Botvinnik. The three-volume set of
his best games from Moravian Chess is remarkably accurate and
insightful. Other excellent annotators include Georg Marco (1863-1923),
GM Paul Keres (1916-1975), and World Champion Alexander Alekhine
(1892-1946).

I would add Reshevesky and Fischer. If Fischer ever decided to publish an
updated annotaded book of his games it would be an immediate best seller,
for sure.

The Fischer of 1945? He would have been only two years old. Some say
most or all of Reshevsky's books around that time were ghosted by
Reinfeld and others.
