I plan to make a new forum
,for example, rec.games.korean-chess


I simply do not know where to start

Any advice will be appreciated.

Basics,
sound like a newbie and they'll block it "you have no right...."
if its an alt group you can start it yourself or ask your ISP, but
alt group proposals are in alt.config big 8 (rec, misc...) proposals are in news.groups
for alt you should show 10 relevant posts per day already in google over the last 3 months,
but you can just start the group yourself
for the big 8 you need 100 more yes votes than no votes.

you might need an advanced newsreader that can send control messages.

it takes months, but if you want it next week just get a proper newsreader and send
a newgroup command yourself for an alt group.

alts are easy, they are actually the only group anyone can start.

This is basically all you need :
Searched Groups for chess korean from 1 Jul 2003 to today. Results 1 - 10 of about 372

Just check what kind of proposals are getting the ok in alt.config, mention the group
name there, talk about the new group with people who would use it,
then a week later post your proposal in alt.config, make any changes, then either
get a newsreader that does control messages and send the control message, or
get someone else to send the control message gasp
