Default Problem running tournaments with Arena and Rebel

There seems to be a problem with Arena enforcing the timelimits in a
tournament, especially when Rebeluci is playing. Some times it just
hangs for hours without moving. Also Rybka (the free beta version) is
winning always but it calculates much longer time, typically 4-5 times
and some times up to 10 times longer than other engines (e.g. Toga,
Crafty, Ruffian). Is there a setting I might be missing that enforces
the time controls and makes the engines move ? Also is there a way to
make the engines use different opening books instead of the default
Arena opening book ?
