Can someone explain to me how Fischer vs. Tal is a Draw?

Bad Portoroz izt 1958 · Ruy Lopez, Closed (C92) · 1/2-1/2 How is this game a draw when Tal has two passed pawns??? http://www.chessgames.com/perl/chess...044078&kpage=1 Why doesn't Tal take the rook after 39.Rhg7+ 39...Nxg7 40.Rxa8+ and there is no way Fischer can stop those two passed black pawns.
