Yep, that's pretty much it. Winboard and Arena are chess interfaces
(GUIs), and they can use any chess engine that supports them. Most
engines are one or the other, some are both, and some are neither
(they typically come with their own custom GUI).

Also note that the "stable" (i.e. non-beta) versions of Arena (such as
1.1) comes bundled with a couple of free UCI engines, such as Spike or SOS.
