Plagerism is rather common. Besides the former US vice president Biden, the historian Stephen E. Ambrose, now deceased, was accused of wholesale lifting of passages from others' work.
BTW, do you believe in copyrighting chess games? Here's how that would work: the actual moves are not copyright (since anybody could have played those moves), *but*, the headers (meta-information) would be, such as which player was white, which player was black, where the game was played, any time control data or date-stamp / time-stamp data on the moves, etc. Got it? It's a trend I noticed even Chessbase has done, in that when you download games in .CBH format the moves are there but the 'meta' information is stripped out. I like it. Players should get 0.0001 penny for every time their famous game is reprinted, with the complete header information.
