Looking at A. S. M. Dickins' famous work, I find that "A Fairy Mate is nearly
always required" in Checkless Chess or Prohibition Chess as it is also called.
So the stipulation remains in full force for the final move.

Since the stipulation is that neither side may check except to give mate, if a
player has no legal moves available, that player is indeed stalemated.
