Older programming won't run on the newer computers. The
programming would probably cost much more to upgrade than
the computers.

I certainly have to agree. When I went to the USCF office in July for
the vote count, I was shocked to learn how old and out of date the
computers in the office were. For just 500 bucks one can buy a Windows
XP with a monster memory like the one I am using. Why was the entire
staff using five year old computers with limited capability?

Could you be more specific about this (like which applications)? Do
you mean won't run on newer operating systems (XP) or is the problem
tied to the hardware?
