Default When did those become IMs?

Hello there,

could anyone please support my knowledge about when (just the year matters)
the following players were awarded their IM titles.

Pachman
Matulovic
Portisch
Unzicker
Uhlmann
Mecking
O'Kelly de Galway
Eliskases




It is worth mentioning that a lot of FIDE congresses, and thus the
title-awards, were held during major international events, mainly the
Olympiads. It is interesting wheather for title-obtaining purposes for other
players newly registered GMs and IMs were treated as if they were awarded
with higher rank BEFORE or AFTER the event (this matters, since there are
certain rules stating one must match at least 3 GMs or something)?

There were 4 players 1960 for International Grandmaster:

C.E. Guimard
R. Kholmov
W. Lombardy
H.D. Rossetto

However, there is an asterisk by his name, and the footnote says: "Title
does not count for purposes of grading a tournament." My Source, Anne
Sunnucks' The Encyclopaedia of Chess - which lists all these awards year by
year.

W. LOMBARDY, the same year as Fischer, R.J.
