I have read this executive order in detail. I cannot find any provision or paragraph of this Executive Order which prohibits Bobby Fischer from playing a chess match in Yugoslavia. For once Sam Sloan is right. There was nothing in there to keep Bobby from playing a skittles match in Yugoslavia, with no stakes. Nothing. Also note (IGM Tomic) that he was free to swim around the island of Sveti Stephan, so long as no stakes were placed on the outcome (Spassky would have creamed him, Great White Shark or not). Of course, if money were involved, it's a "whole nuther ballgame...."
