Touch-move rule question by

I saw an argument today over a touch-move rule, and I can't find a
clear answer.
What happened was, it was white's move and white was making a capture.
White first picked up the black piece off the board to capture. Then
white began moving the white queen to make the capture, but before
finishing the move, he changed his mind and wanted to take with a pawn
instead.

CFO Grant Perks has resigned as Chairman of the Audit Committee
following revelations about the $24,000 check that bounced twice.
Perks has gotten a job working for Burger King.

I played an online 5/0 blitz tournament recently on a well-known
server; in one game, we came down to an ending with a rook and two
pawns on each side and no real distinguishing features except---- I
had a minute and a half left on my clock and the other guy had 9
seconds. He started repeatedly offering a draw. I did not accept and
ran him out of time and won.
He sent me a very angry message...

I played in my First USCF Rated Tournament, the North Carolina Open,
in 1956. As a tournament player for more than 50 years, just about
everybody in chess knows me or has heard my name.
The USCF has annual revenues of $3.2 million, down from $6.5 million
at its peak. $3.2 million is enough for us to live very well. Yet, the
USCF has lost money for 9 of the last 11 years. There is no excuse...

Dear Al,
Since you do not mention it in your letter but rather thank Joel
Channing, I assume that you must not be aware that a check for $24,000
from the USCF to Jamie Anson bounced last week.
I asked Bill Goichberg about this at the Foxwoods tournament this past
weekend. Goichberg acknowledged that the check had bounced but said
that this was a clerical error caused when the clerk...
