Has the USCF sought any legal counsel on this topic? by

Yes, it has. In August and September, 2006, USCF President Bill
Goichberg wrote five letters to attorney Michael Matsler of the Law
firm of Rider, Weiner & Frankel, P.C. of Newburgh NY asking him how to
stop Sam Sloan from taking office on the USCF Executive Board after
Sloan had been elected by the members, or how to expel him from the
board after he had taken office.

a "Chess History" article "the history of special draw rules" - i.e.
50 moves, stalemate, and three-fold repetition. In the first
