When I was playing in scholastic and adult rated USCF tournaments in the late 1970s and 1980s, I don't remember seeing many ratings much below 1000. Now, lots of children have ratings well below 1000. Why has this change occurred? Are such a higher proportion of children that weak relative to the average USCF player?
