Can't figure out whose turn is it. by

How could one derive whose turn to move legally based on a give
position that had developed and there weren't any record kept. Are
there guidelines on this?
So far I can conclude one observation if the oppoent's King is in
Check then it must be his turn. What else can we use to claim the
rights for next move under such circumstance?

when he was on his way to Baguio in the Philippines to take part in a
radio talk show.

that his landing rights have been revoked retrospectively, apparently in
response to a letter from the US consul in the Philippines that he was

states that Bobby Fischer's US passport was issued at the US embassy in
Switzerland on 24 January 1997. That's more than 4 years after the US
authorities issued an arrest warrant on 15 December 1992. Curious that
in 1997 they apparently weren't interested in enforcing it,...

their almost monopoly of the chess world to press for rule changes
