Although your idea seems reasonable and has been suggested before, I
do not think it is workable, for several reasons:
1. The USCF already has trouble raising money for the USCF
Championship tournament every year. Under your plan, there would have
to be money raised for a qualifying tournament. There will be little
interest by the general public in this qualifying tournament, and the

Sam Sloan beat USCF Master Richard Koepcke in 10 moves by
samsloan
Since we have so few cases of contested races in small
states, I don't know if we can definitively say whether or not it is
easier to get elected from a small state than from a large state.
The best example of the problem this would create is Mike Nolan
himself.
Mike is from Nebraska, a state with only one delegate slot.
Yet, for some unknown reason, Nebraska has produced more chess

CIRCLING THE WAGONS
One is certainly disappointed in Joel Channing's behavior at the
last Board meeting. I had rated him, along with Sam Sloan, as our two
finest Board members. He may still be a positive influence, but his
comments about Donna Alarie, who has brought up disturbing news
indeed, were uncalled for.
To the man's credit, he has apologized.

Rules question about "completing a turn" by

In a tournament game recently, in a tense endgame, my opponent made a
move (picked up a piece, moved it to another square, and released the
piece). He then didn't press the clock button. I didn't even notice
that latter omission; I thought for a while and then made a move,
whereupon he said rather sharply, "You can't move yet. My turn isn't
over. I didn't press the clock yet." Um.... OK .......
