Default 13 issues of Chess Life?

Is a statement made on the page bearing the table of contents in Chess Life
misleading? Below the mission statement on that page it is written "Chess Life,
formerly Chess Life & Review, is published monthly with an additional issue in
February by the United States Chess Federation . . ."
An additional issue in February?!
When the CL editor gave his report to the delegates in August in Florida, he
said that he had ended the pre-dating of the magazine, which, he said, required
publication of a second issue in one month to get the dates to more properly
reflect real time. All the editor did was to rename one issue - the issue that
came out in February - as the "Winter" issue. At no time was there a "second
issue in one month."
It is wrong to claim that CL is published monthly "with an additional issue in
February." That latter statement should be removed immediately from the
sentence.

There was an extra "Winter" issue. There was also a Jan., Feb. etc. issue in
2004.

It wasn't an extra issue, except in name. There are 11 issues that *say* 1980
on them, and there are 13 issues that *say* 2004 on them, but it doesn't change
the fact that exactly 12 issues were put out in each of those years.

Though pharmaceuticals can't yet do much for OCD, they can help a bit.
