Default Possible Cheating at the HB Global?

Interesting story:

Should Mig have posted this guys name? Seems the Ethics investigation
should play out first.

Hmm.. Although (and I don't know how it works) that process is probably
secret even after its concluded.

What else would you expect from a journalist. Look at the situation in
Afghanistan where a shepherd and his fellow villagers helped that wounded
Seal escape. The news media fell over itself covering the is human interest
story. Just wait till the Taliban come back and punish them. I wonder if the
media will give the revenge near as much coverage.

Perhaps the USCF needs an "anything goes" wing of its membership (sic)
whereby players can show up with laptop in tow, sit down at the tournament
table, and let loose the cry, "may the best battery win!" Perhaps each
player may have an assistant that rushes into the hall with a 2nd
replenished battery, breathless and in a nick of time

Whie it is disturbing in the extreme to see the extent that people will go
to, in order to win; both in Chess, and to the greater degree Chess
politics, it is not surprising to me at all. You wouldn't believe the gaming
surveillance tapes that I have seen.

This incident seems kind of fishy.

This is from Mig's website:

***He was suspected of using his cell phone to call someone on the second
floor who was looking at Fritz on his laptop. The man upstairs (from Russia)
said he was there because his wife was on a business trip to Minneapolis.
Mirtchouk was seen by the Chief Floor TD using his cellphone twice with
about 5-10 minutes in between -- once in the men's room and once on his way
there. He was warned both times -- meanwhile another TD had gone upstairs to
see what was going on there. This happened in the final round. Suddenly
Mirtchouk bolted and ran out the loading dock exit (he was playing in the
back of the very large room). At the time he was 6 - 2.***

Questions:

1. What are the logistics of following someone out of the hall? If there was
a suspicion already and they were posting someone to shadow the guy, they
should have told him immediately to put his cell phone away until after the
game. If he did not comply they should have kicked him out before the second
incident.

2. During his bathroom trips, did this guy tell his confederate all the
moves up to that point? Seems kind of difficult to do during a bathroom trip
for someone who cannot win the U2200 on his own. Also, with all the Russians
milling around, it's impossible for someone to call out 15-20 moves and not
be overheard.

3. How on earth did the TDs know which room to go to "upstairs" ?

Fishy.

The answer to this sort of (alleged) cheating is simple; no
comm devices of any sort in the playing area to include the
audience and the rest rooms. Also, anti-cell devices may
be purchased to prevent cell use in the immediate area.
Hotels, theatres, and other businesses that are harmed by
cell use (highway construction zones) have used them in the
past.

Interesting question. The guy left the tournament playing hall to make
cell phone calls to his supposed accomplice.

Were cell phone calls impossible in the playing area but possible once
someone went to the restroom for example?

I believe that receiving cell phone calls during a game can be excused
or penalized. For example, if my wife calls to tell me that our baby
is sick and needs to be taken to the hospital, I believe that I should
be allowed to receive that call.

However, making cell phone calls from the restroom during a game,
which is what this guy did, should result in automatic forfeiture.

Which other tournaments? I am not aware of any.
