Mensa Model
The ideal chess federation would be structured somewhat like
Mensa. A portion of the national dues would be sent to metropolitan scaled umbrella organizations ... one such org per metro area. In this fashion chess would be proportionally and regularly capitalized at its basic market level. Old Haasie
