The Boston Globe for December 24, 2007 states:

"The US Chess Federation continued to suffer financial problems. Sam
Sloan had sued it in New York Federal Court, claiming its executive
board election was tainted on the basis of stolen identity by Paul
Truong. Aspects of the suit could be very expensive for the USCF.
Sloan, a prodigious researcher but not a lawyer, has also sued members
of the board and even Texas Tech whose computers he says were used in
this matter. Texas Tech is a state institution and, since the 11th
amendment does not allow suits to recover damages from the state, it
is doubtful the school can be sued without its consent. This issue
will probably be the first to be dealt with in this case.
