On 10 Jul 2003 at 19:38:29 GMT, George Mirijanian scribbled:
-... it may be open to question whether the July 7 postmark for -ballots is legal. From the USCF Bylaws: ... "Ballots ... to be -returned no later than July 5 ... so that the ballots can be -counted no later than July 20." This year July 5 is a Saturday and July 20 is a Sunday. On Saturdays the postal service provides little or no service, so a postmark (if indeed one is lucky enough to get an old-fashioned, clearly dated postmark) showing a July 5th date is an iffy propo- sition. It may happen and then again, it may not. Sundays I shouldn't have to explain. A modern example of postponing "legal" activities to the next day is tax returns: when the due date falls on a weekend, the deadline for federal tax re- turns is stated as Monday. An older and more curious example re- lates to the question of whether David Rice Atchison was acting president of the U.S. for one day (March 4, 1849) because in those days it was unacceptable to conduct the presidential swearing-in ceremony on a Sunday. The bottom line is that July 7 and July 21 are the first "regu- lar" business days following the weekends involved. -- ---------------------------------------------- david moeser -- erasmus39 on yahoo Censornati, Ohio - USA ---------------------------------------------- * "Do nine men interpret?"
