Some players have never played like GM's.

This is not true in the case of the three players whom you sight.

At one time titles had to be earned and then renewed within 5 years.
In England we have 32 GM's, all of whom, save Penrose, are under 50.
Very few are that active, I'm affraid. The game eats up players very
fast. - James Pratt

I have nothing but respect for Grandmasters who no longer play at
their peak level but who love the game enough that they are willing to
risk their rating over the board. I know plenty of class players who
could take a lesson from them.

Vince Hart

In the same line of Vince, ... In Spain the "lowest rated IM" is now
Antonio Medina Garcia who has 2253 FIDE in the last list.

He has played in the past with Keres, Spasski, Botvinnik, Tahl, Smyslov,
Korchnoi, Petrosian, Larsen, Bronstein, Euwe, Alekhine, ... His games
are present in 19 of the first 20 chess informants, with 74 games (only
in the number 11 there are no games of him)

The only "problem" is that he was born in 02/10/1919 and He has not
stopped playing in all his 83 years being champion of Spain and of
Venezuela many times.

In that case I can only be impressed by such a behaviour loving chess
during all his life. I admired him a lot, and to converse with him has
been always a pleasure! In this case we have a player simply too aged
who is part od chess history.

greetings from Barcelona,
Antonio Torrecillas

In 2003 list the lowest rated GM a
Gurgenidze 2225
Puc 2255
Vadasz 2271
Suradiradja 2272
Pachman 2278
Ciric 2280
Rosetto 2285
Damjanovic 2286
Denker 2293
Bisguier 2297
Lengyel 2299
....

It seems only a case of age, ... most part of those players are part of
chess history.

You must be looking at an old number from april - he is 2498 on the
lastest official "supplement" and continually dropping by the day. It
is obvious he is slipping though I know all of his supporters deny
this despite the facts.

Ratings deflation. Even my rating is down a hundred points.
