Like drug testing, this is another example of FIDE's insane attempt to
control the behavior of players.
Topalov and Kramnik stopped shaking hands during their title match in
2006 and neither player was penalized.
Karpov refused to shake Alburt's hand at the Malta Olympiad and
nothing happened.

As I have repeatedly stated, the USCF is fast sliding into the abyss.
This has to be stopped before it is too late and the first thing that
needs to be done is to cut $70,000 in expenses.
I have been very specific about where that $70,000 needs to be cut.
Until that is done there will never be any improvement and things will
only get worse.
