A way to eliminate chess death by draws by

I was inspired with this idea. Recently Kramnik commented that he's
tried Fischer Random but thought it ruined the "symmetry" of the game
and made it look ugly.
After hearing his comments I've been thinking about it and I've come up
with a solution. It's similar to Crazyhouse but doesn't allow piece
swapping. Here it is:

Why isn't Bill Rudd of Florida, who is one of the advance entrants in this
year's U.S. Open in Florida, listed with no rating? Although Rudd has not
played rated chess in more than a decade - the last time in the late 1980s -
he does have a published rating of 1674. He should not be listed as an unrated

This is a very disturbing message. A usenet message poster says he has
knowledge concerning a mother's cooperation with a pedophile, involving
her daughter, and this is not reported to the proper authorities? The
message has been forwarded to numerous law enforcement agencies,
including the FBI and the Center for Missing and Exploited Children.
