USCF Missing Signed Checks by Tomismith
A former employee of the USCF apparently has MANY checks signed by former ED Frank Niro which s/he is refusing to return to the USCF because of a salary dispute with New Windsor. These checks were to be used to pay the prizes at this year's US Open, but financial reverses made those payments impossible at this time.

Maybe an NTD or someone involved in the rulebook can help me here. Someone argued to me that 27A1 means that its perfectly acceptable to pair players more than once (against each other) in a swiss. I looked up some of his crosstables on the msn site and lo and behold this guy ran a 5 round swiss with 5 players. What an abomination that was to look at.
