Assuming that the ballots were not stolen or given under coercion, I don't know what can be done, or if anything should be done. If a person asked another for recommendations to follow and filled them in verbatim, how would that be materially different from handing the ballot to that person and saying, "I trust your judgment, fill it in as you think best."
