Well, since the number of chips is a tie-breaker, the players would be best
advised to play chess normally, instead of trying to explore the board as much
as possible.

So the number of chips collected, although it wouldn't be determined by a random
means, would still not really be under the control of the players, and most of
the time it would come close to being just a random factor.
