Default Scandinavian defense: Where do I move the Queen after 1.e4 d5 2.exd5Qxd5 3.Nc3?

What is the best square to move the queen after

1.e4 d5

2.exd5 Qxd5

3.Nc3

Is it 3.Qa5, 3.Qd6, 3.Qd8, or some other move?
