No, this is not a stalemate. Stalemate is a position where the side to
move has no legal move but is not in check. In this position both
sides have plenty of legal moves.

Of course, Black can't force the win. But if White is a computer Black
can always try 1...Ra5 or 1...Rh4 (don't know which one appears
tastier) and watch what happens.
