Default Chess Match "One against many" software

Hi!

I'm looking for a software to conduct a match of the "one against many"
kind (think "Kasparov vs. World"). Does anybody knows about one? It
doesn't need a lot of features, only:

1. login and password for all participants.
2. a way to generate the candidate moves and to vote on them
(eventually with a discussion about a move)
3. a way to manage the game (email notification for all participants,
time controls for the moves, management of the participants, password
controls, etc.).
