Default Searching UCI engine that can simulate ELO

In order to port it to Pocket PC, I am looking for an UCI chess engine,
with source code under GPL if possible, that can be weakened so that it
can simulate the play of an opponent with a given ELO.
Phalanx is an engine with such feature, but it is not an UCI one.

To limit nodes or search depth is not a good solution to get an engine
with an human-like style of play.
