Location: International Activity Centre Toppelius, Torikatu 16. Café
Toppelius at the site.

Organizers: City of Oulu (International Oulu), International Activity
Centre Toppelius, Shakki-77, The Friends of Chinese Chess in Finland,
Oulu Go Club, Oulu Finnish-Japanese Association. In cooperation with
Mobile Forum.

Open: To everyone.

Fee: Per tournament. Player's third tournament is discounted by 50 %,
the next ones are free.

Entrance guaranteed only be registering before October 18th. Later
registrations are admitted according to the available space and
equipment.

Prizes: Shogi, chess, xiangqi: I prize 300 euros; II p. 170 euros; III
p. 85 euros. Go: total amount of prizes 555 euros. Additional prizes
in goods. Winner of the combined event may take part in MSO 8
tournaments in 2004 without entry fees.

Equipment: Shogi and xiangqi games may be played with special teaching
equipment if agreed by both players.

Teaching: During the event various games will be introduced for free.

Prizes will be given after the last round of each tournament. If not
otherwise indicated in the tournament specifications, each player will
play at least four games. The final number of the rounds and the time
of the tournament finish depend on the number of players. Each
players has at least 15 minutes for the start of the game and 15
seconds increment after each move (if digital clocks are available).
The starting times of rounds are only approximate because the duration
of rounds may vary. The increment may be reduced during the game in
the longest games.

In the Finnish Open Championship in Chinese chess starting time is 75
minutes plus 30 seconds increment per move. If the player doesn't keep
a score of the moves the increment is recuced to 15 seconds per move.
AXF rules http://www.clubxiangqi.com/rules/ will be used.

In the combined event player's percentage results from all tournaments
are totalled. The player with the highest percentage total will win a
free entry to all MSO 8 tournaments (8th Mind Sports Olympiad,
Manchester, England, 2004).
