Japan signals chess legend Bobby Fischer likely to be deported to US

TOKYO (AFP) - Japan indicated it would likely deport US chess legend
Bobby Fischer to the United States, where he faces prison for defying
sanctions on Yugoslavia in 1992, despite an offer of residency from Iceland.

"The fundamental principle is that the destination of deportation is the
country of the person's nationality," Masaharu Miura, chief of the
justice ministry's immigration bureau, told a parliamentary committee.

"Regarding this case, we do not consider it to be an exception," he said.

But Miura acknowledged exceptions had been made in the past, including
for an Iranian who was denied refugee status in Japan but sent to Canada
after Ottawa accepted the person.

Miura was responding to Kazuya Shinba, a lawmaker from the opposition
Democratic Party, who said Fischer's months of detention had raised
suspicions that Japan was acting at the behest of the United States.

Shinba cited a news report that Washington hoped to charge Fischer with
tax evasion, saying it looked as if Japan was biding time until it had
grounds to extradite the maverick genius.

Foreign Minister Nobutaka Machimura denied US pressure.

"I have no memory of receiving a request from the American side to send
Mr Fischer over," Machimura told the same committee.

"I do not think the justice ministry is applying the law with special
consideration to the American side," he said.

Fischer, who turned 62 last week at an immigration lock-up in central
Japan, has been detained since July when he attempted to fly out of
Japan on an allegedly invalid US passport.

He faces a 10-year jail term in the United States if convicted of
defying sanctions imposed against the former Yugoslavia over the Balkan
wars by playing a chess match there in 1992.

Iceland has offered residency to Fischer, who is famous in Reykjavik for
dethroning the Soviet Boris Spassky there in 1972 at the height of the
Cold War.

But Fischer's American hero status was short-lived as he became
increasingly eccentric. His supporters say he is being targeted for his
political views.

Fischer went on Filipino radio on September 11, 2001 to hail the
"wonderful news" of the terrorist attacks on New York and Washington and
then launched into an anti-Jewish tirade.

Fischer has unsuccessfully requested political asylum from Japan and has
considered seeking German nationality on account of his German father.
Iceland has offered him a passport as a permanent resident but not
citizenship.

The chess legend's behavior has also been eventful in detention. He
became engaged to a Japanese woman and this month was put in solitary
confinement for four days for a tussle with guards over an egg.

His Icelandic friend Saemi Palsson said Fischer had complained of
chronic headaches and dizziness under detention.

"He has a beard like Leonardo Da Vinci. He looked older," Palsson said
after meeting him this month.

Fischer's fiancee Miyako Watai, who heads the Japan Chess Association,
said he is so fed up with detention he has started to hate the Japanese
nation and people.

"He has only 45 minutes to come out and to get sunshine from Monday
through Friday. That's all. He starts to hate Japan and the Japanese
very much," she said.
