Default Bobby Fischer legal question

In the report on the John Henderson's article of The Scotsman in
http://www.chessbase.com/newsdetail.asp?newsid=2266
it writes:

"It helped that he was caught in Japan, one of the _few countries_ the
US has a bilateral treaty on tax offenders where there would be an
automatic deportation to face the music" (emphasis mine)

Which are the other few countries?
