If USCF is Mensa-eligible, yes. If not, no.

Apparently you didin't do your homework. Richard Haas has been arguing the
Mensa-model for the USCF here for years. It's usually dismissed out of
hand, much like you are.

The ideal national chess federation would borrow some things from
Mensa, but not everything. In particular the ideal chess federation
would be organizationally focused on the basic market for organized
chess, the metro area in most cases, and it would fund the metro
organizational unit with a substantial share of each national dues
collected from within.
If we had that sort of thing in the USCF we'd have a pretty good
hands-on, can-do national chess federation.
