Default FIDE membership question

I am incorporating our chess club in a Caribbean nation currently
without representation in FIDE. What are the procedures for
accreditation of a FIDE from a new, sovereign nation (UN member) that
is unrepresented in FIDE and which is entitled to vote in the FIDE
general assembly?
