ADMs by Sam Sloan for the USCF Delegates Meeting in Dallas:

1. WHEREAS the USCF has lost money every year since 2005 and

WHEREAS neither the Board nor the Executive Director have been willing
to take the obvious measures needed to stop these horrific losses

therefore, it is hereby

RESOLVED that the Executive Director is dismissed effective
immediately for cause and that no severance, golden parachute or other
benefits are to be awarded.

2. WHEREAS the board had presented a motion to the delegates to
establish Chess Life as an online publication and

WHEREAS the delegates find that this is against the best interests of
the members and of the federation

it is hereby

RESOLVED that the delegates direct that Chess Life not be established
as an online publication for viewing on the Internet

and it is

FURTHER RESOLVED that the publication of Chess Life continue as a
monthly print magazine as before and not as an online publication and
that Chess Life 4 Kids also continue as a print and not as an online
magazine.

Under my motion Bill Hall is being fired for cause. An employer always
has the right to dismiss an employee for cause, regardless of what any
contract says.

Bill Hall is indeed doing a very bad job or no job at all. Anybody who
has not sat on the board (as I have) fails to realize the full extent
of how utterly worthless Bill Hall has been during his three years as
Executive Director. What the real mystery is: Why is the board
protecting him when they obviously know how bad Bill Hall is? Now,
they are blaming the continuing losses the USCF is suffering on "The
Internet", when it is obvious that the Internet has brought the USCF
great cost savings. For example, now almost all tournaments are
submitted and rated over the Internet and most members join or renew
over the Internet. Before the Internet, all this labor intensive work
had to be done by hand. Now the USCF has the same number of employees
it had back in 2003, but in 2003 it was operating a books and
equipment business plus it was employing clerk-typists to type in all
those tournament reports game-by-game. We should be able to get by
with far fewer employees than we had in 2003, yet our payroll is
actually higher now than it was then.

Now the plan is that, rather than reduce staff which is obviously
required, the board proposes to stop mailing membership cards to the
members and to put Chess Life online. They are trying to blame their
own incompetence and mismanagement on the "Internet".

The delegates cannot replace the board, but they can certainly replace
Bill Hall.
